[tex-live] TL2018: Problems with filenames

Dear all,

in TeXLive 2018 pdflatex.exe seems to have problems with filenames containing »üß« [???]

While

pdflatex "Begrußung.tex"
pdflatex "Begrußüng.tex"
pdflatex "Begräßung.tex"

run through

pdflatex "Begrüßung.tex"

gives:

! I can't find file `Begr'.
<to be read again>
                   \protect
<*> Begrü
         ßung.tex


I hesitated to write this since it just seems to be crazy. But it's tested from command line. Can anybody reproduce this?  No problems with TL2017...
