[tex-live] suggestion: include kbordermatrix in TeXLive

Hi,

I wonder if it would be possible to include kbordermatrix [1] in
TeXLive. It solves a problem no other packages does, is widely used [2].

I am cc'ing the package author in case there are license issues that need
to be clarified, as kbordermatrix.sty does not say anything about it.
