[tex-live] tlmgr conf has a problem on line continuation

Hello all,

It seems "tlmgr conf" does not work properly when the configuration
file that tlmgr tries to update has line continuation.

For example, suppose the file "ROOT/texmf.cnf" (to which
"tlmgr conf texmf" will write) originally reads:

alice = foo,\
bar
bob = gee,\
whiz

And when you run:

tlmgr conf texmf alice baz

Then you will expect something like:

alice = baz
bob = gee,\
whiz

But actually you will have:

alice = baz\
bar
bob = gee,\\
whiz


(Yes, an extra backslash is appended.)
