UNIV: TL 2017 pre-test, Win 7 U, 64-bit

asy -version -> "The procedure entry point __locale_ctype_ptr could not be located in the dynamic link library cygwin1.dll [OK]".  Only once that modal dialogue box is dismissed do I get the error as reported.
