Never mind.  I can't reproduce the problem on my system:

$ cat test.tex
\documentclass{article}
\usepackage{biblatex}
\begin{document}
\end{document}

$ /usr/local/texlive/2016/bin/x86_64-cygwin/pdflatex test
This is pdfTeX, Version 3.14159265-2.6-1.40.17 (TeX Live 2016)
