I just tried that on our new Solaris 11.3 box:
% tlmgr --version
tlmgr revision 40844 (2016-05-03 01:46:44 +0200)
tlmgr using installation: /usr/uumath/texlive/2016
TeX Live (http://tug.org/texlive) version 2016
% tlmgr gui
tlmgr: Cannot load Tk, thus the GUI cannot be started!
The Perl/Tk module is not shipped with the TeX Live installation.
You have to install it to get the tlmgr GUI working.

I got the same response on OpenIndiana (OpenIndiana Development
oi_151.1.9 X86 (powered by illumos): 17-Jan-2014).
On both Solaris 11.3 and OpenIndiana, I found the CSW repository
module pm_tk and installed it, then added /opt/csw/bin to the front of
PATH, and ran
tlmgr gui
On both systems, a GUI window appears on my desktop. I clicked the
"Update all installed" button on each, and both are now running
updates, with output to their original xterm windows, as well as to
the 4-line bottom of the tlmgr GUI window.
