[tex-live] TL2016: biber 2.4 does not work with biblatex 3.4

You obviously have BIBER_DEV_TESTS set - I do not set that, so all
the t/full-* tests are skipped, also t/remote-files.t  - I do,
however, get 1 failure in t/sort-order.t which is not new and is
believed to be due to differences in the locale data for linux
compared to OSX where it is developed.
