[tex-live] Error with TL 2015 (involving win8)

(I've changed the subject as it is not really related to floatrow)

I just tested with my Win8.1 VM without much problems.

Are there any special folder settings on that partition/drive?

Also I find this one a little strange

Cannot get a temporary directory after five iterations

Perhaps some of the more Windows capable people on the list can help with more suggestions

Hello, I just installed texlive 2015 on windows 8.1, which seemed to have installed correctly.



The root of the tl2015 tree is in the directory  g:\Experiments\sw\TeXLive\2015



However, when I try to run pdflatex, the format file is not found and cannot be generated.

I can't find the format file `pdflatex.fmt'!

When I want to run tlmgr, I also have problems, as detailed below



“tlmgr update –all” as a normal user (or as administrator, as shown below) does not get write access to the texlive directory.
