[tex-live] Request for dvisvgm update

    is XeTeX maintained at sourceforge.net/p/xetex or in TexLive? When
    debugging issue #90 for XeTeX (in TL Master branch) I found that
    TL's xetex.web and xetex.ch are slightly differ than the same files
    from SF's master.

In general, we don't try to keep everything 100% in sync at all times.
Sometimes it is convenient for Khaled or others to make changes in TL,
and it doesn't get back to sf for a while, or until the release.  Ditto
the other direction.
