[tex-live] Bug#750057: texlive-latex-base: \today command prints wrong month for June in Russian

fixed up-upstream - there is a new russian-babel package on CTAN
that fixes this problem.

I will include it in a patch version for Debian, and in upstream
TeX Live it will be included *after* the DVD release, as it is
now too late (and was anyway like this for years)
