[tex-live] Intentional deletions in texmf-dist/tex/plain/misc rather than move?

Karl:
pdfcolor.tex is not an example document (at least not the
one I find in texmf-dist/doc/pdftex/manual/samplepdf/ and also
buried deep under macros/texinfo/ on CTAN). It defines a large
number of colors and a simple useful command for setting colors.
It does redefine the plain tex \makeheadline and \makefootline
commands, but in a good way: they are the same as the original
commands, but include some extra code to prevent a color change
that is in effect at a page break from affecting the header and
footers.
I would say it is a useful plain tex input file and ought to go
in the plain tex input path.
