I find it quite probable (even without looking at the graphic).
Askar wrote that the problem is only with
\usepackage[russian]{babel} and not with english. And this means
the problem is with the ec-fonts and not with the cm-fonts. If the
cm-super fonts are not installed (Askar didn't mention
texlive-cm-super) this means bitmaps.

One could also simply look at the log of the pdflatex run.
