The root directory is the one you have set at the first installation
screen. At the end you were asked to add the executable directory to
the PATH, the directory is $TL_ROOT/bin/$ARCH, so looking what you
have added to your PATH will tell you where the root is. And tlmgr is
in this executable directory. if not, installation was not successfull
and you should better repeat it because a lot of things may be wrong.
The installation remembers which packages were successfully installed
and will not downlowd everything again.
