First of all
Did you remember to setup your PATH correctly after installing TL?
I have tlmgr in
/opt/texlive/current/bin/i386-linux/tlmgr
(because I asked it to install it in /opt/texlive)
try a
locate tlmgr
(perhaps you will need a sudo updatedb first)

I have installed from that Link:
http://tug.org/texlive/
the installation over internet.
But tlmgr was not installed.
Now I have downloaded an install package to install tlmgr.
The lines I put in my last mail where from that installation.
To finish it I should know where the root directory of my TEX
Installation is.
"where does this 'runme.sh' come from?"
From the installscript of tlmgr.
I have found some directories belonging to TEX Live but dont know which
is the necessary root dir.
