[tex-live] Distributing a package with a perl script

Hi,
I would like to extend the package for typesetting the CSTUG bulletin.
Currently the version on CTAN contains only the file needed by
authors. However, the full version contains other (unpublished) files
needed by the editors. Before more persons got involved into
production, it was easy (for me and one other person) to use the full
version from my svn repository but now I see that other editors have
problems to make it work. I would therefore like to put the full
version to CTAN and thus to TeX Live and MiKTeX. However, the package
contains also a perl script the name of which is CsBulMake.pl
(hopefully such a name does not clash with anything). Should I include
the perl script in the package, or should I omit it and distribute it
to the editors by other means?
