It has nothing to do with that, only with the case that
there was a long time ago bug in tlmgr, that saved the packages
with the RELOC prefix into the local tlpdb.

THis is fixed since long, but as long as there is no update to
this package, nothing will change.

Now, for the *update* routine I have made sure that the RELOC
bit is cleared before the backup is made, but I missed to do the
same for the pre-removal backup.

That explains why you only see it for packages that were removed.

Actually, in you local tlpdb
	ROOT/2013/tlpkg/texlive.tlpdb
there should be *NO* occurrence of
	RELOC

I have committed a fix that will check for that also during auto
removal.

PS: it seems that you updated from 2012 to 2013 without 
reinstallation, otherwise the packages should all have the RELOC
prefix removed, or? Am I right?
