    even wondering why this file (maybe the upper dir as a whole ?)
    would be in the texdoc search path,

Everything under doc/ (among other places) is searched.  I doubt it
would be a good idea to start guessing subdirectories to eliminate.

    and hence I would tend to think that this
    qualifies as a texlive bug.

s/texlive/texdoc/ in any case ...
(And, for the record once again, best to report texdoc issues to
texdoc at tug.org.)
