I am currently looking into it. I am hampered by the lack of
reliable reproducibility. So I am also looking into another file
association problem that DOES occur reliably on my w7_64 test-VM,
viz. that the TL.* filetypes aren't cleaned up at uninstall. This
won't harm as long as no file extensions are associated with it, so
by itself this has no high priority.

As a temporary measure, you could replace in tlpsv.win32.tlpsrc the
line

postaction fileassoc extension=.pdf filetype=TL.PSView.view

with

postaction progid extension=.pdf filetype=TL.PSView.view

This makes psview only available as alternate viewer.

You can try to hand-edit this change on your donor installation in
tlpkg/tlobj/tlpsv.win32.tlpobj and tlpkg/texlive.tlpdb.
