but, as karl said, tlpdb is only updated for any given package when the
package itself is updated in tl.

the version number won't migrate from the catalogue unless the package
(i.e., luatex/tl) is updated, but as you say, putting it in tlpsrc won't
do any harm. ... unless updating is forgotten when a new version _is_
added to tl.
meanwhile, i'll turn idle moments to scanning tlpdb/tlpsrc to see if
they contain information that the catalogue doesn't have.
