[tex-live] change repository for tlmgr after pretest

Am Donnerstag, 21. Juli 2011 schrieb Norbert Preining:

Using this, some of the mirrors seem to have still TL2010, at least 
<ftp://ftp.tu-chemnitz.de/pub/tex/systems/texlive/tlnet>, so waiting one more 
day may be a good idea.
