Hi Michael,
first of all, the old version of updmap also didn't download the fonts
by default.
However, I fully agree with you that this setting is completely wrong
and leads to unexpected behavior. Even worse, these errors are often
overlooked because you don't get an error message. I'm sure that many
other users got wrong output but didn't notice it.
We will certainly not change the default value before TL-2011 is
released, especially because we are already living with this
unfortunate setting for more than a decade. But I'm convinced that
it's absolutely wrong and should be changed rather sooner than later.
