[tex-live] ctan mirror of tex live

tlnet comes into ctan via a mirror to cambridge.

that mirror failed this morning; i know (from other mail) that at least
one change has been made (deleting package osmanian), but it hasn't
arrived on ctan yet.

i shall keep trying to run the mirror "manually", and will report here
if something changes.

meanwhile, if anyone knows about the configuration of tug.org and might
be able to help me, please mail.
