The file is not used anywhere. It is just a model of how to create
texmf.cnf (for example for standalone ConTeXt). If it is not in
texmf-dist/web2c as part of "original context", it has nothing to do
in texmf either.
I removed it.
I noticed that when I saw the Mandriva developer patching that file.
They didn't know what the file was good for and kept patching it "just
in case".
