It is a simple ascii hello-world dokument. But as you can see on the
above output xelatex actually never oppened the document. If I type
enter the next error is a file not found:
I:\Z-Test>xelatex.exe büro

Please type another input file name:

Looks as if at least texlive on linux is not affected. Perhaps it is
after all a miktex error. xetex --ini fails too, so the format can't
be responsable.
