[tex-live] priority of texmf trees

I've installed the most recent version of musixtex under
/home/rdt/texmf. I've texhashed that directory and the files appear in
/home/rdt/texmf/ls-R. But when I do kpsewhich musixtex.tex I get
/usr/local/share/texlive/texmf-dist/tex/generic/musixtex/musixtex.tex
which is hopelessly out of date (already reported). Why do I not get the
musixtex.tex I installed?
Here is the relevant line from the CONF output of texconfig:
TEXMF={/home/rdt/.texlive2010/texmf-config,/home/rdt/.texlive2010/texmf-var,/home/rdt/texmf,!!/usr/local/share/texlive/texmf-config,!!/usr/local/share/texlive/texmf-var,!!/usr/local/share/texlive/texmf,!!/usr/local/share/texlive/texmf-local,!!/usr/local/share/texlive/texmf-dist}
Doesn't /home/rdt/texmf take priority over /usr/local/share/texlive/texmf?
