[tex-live] Trouble updating TexLive - any suggestions?

First of all, I am surprised that you run into that code part. It is not
supposed to be used at all in normal installations.

Can you please run 
	tlmgr -v -v -v update --all >tlmgr-debug.log  2>&1
and send the compressed output.
