[tex-live] Curious error message in tlmgr.

Many thanks for taking the time to  sort out this problem while
I was out enjoying some (rare for this area) nice weather.  In
the future I hope I can remember to suggest that the user temporarily
move texmf-local to see if the problem goes away.
