[tex-live] Curious error message in tlmgr.

There we go .... well, if you put your own configuration files
somewhere it cannot work:
> + kpsewhich -progname=luatex -format=tex luatex.ini

You have
/opt/texlive/texmf-local/tex/plain/config/language.def
that is not a good idea ....
What else is hidden there in texmf-local that does override the
system files???

Well, you are not, you are just putting files into TEXMFLOCAL that
override system files, and expect then that everything works.
I would suggest to rename /opt/texlive/texmf-local to SAVED.texmf-local,
create a new /opt/texlive/texmf-local (empty) and see if all runs then
(what I expect).
Then move only those packages and style files over, NOT files like language.def
or similar!
