Yes, please do so (on the server).

	tlmgr option repository ctan

if that does not work

	tlmgr option location ctan

and if that does not work

	tlmgr option location http://mirror.ctan.org/systems/texlive/tlnet

Ok, so the above should help.

You should anyway to the above and then call
	tlmgr update --self
...
