[tex-live] Including ChkTeX

Hi Vedran,

1) It doesn't have a configure script.  Can't include it for that
   reason.

2) The version on CTAN is stale.  Should't include it for that reason
   either, although at least that is more easily remedied than 1).

3) As it happens, I just heard from someone who may resume maintenance
   of lacheck.  I hope so.  I'll tell him about chktex.
