If you're building with system libraries, you're not doing a "texlive
build", which is specifically for building the standalone binaries that
the user groups distribute, etc.

Try adding --disable-native-texlive-build to your configure.

Other distro builders might be able to help further; try
tldistro at tug.org for such issues.

    with latest source tree (2009-06-18 as noted by the ChangeLog)
    for TeXLive 2009.

Not that it matters here, but the svn revision is a lot more meaningful
than the date on any given ChangeLog.
