if you want this to happen you should
0) make sure everything is clearly licensed "free" (preferably lppl)
1) get the hyphenation patterns accepted by the hyphenation group -- see
http://tug.org/tex-hyphen/
2) submit the babel material to the latex project (using the latex bugs
mechanism)
3) submit the ancillary materials to ctan for a directory
language/latvian
unfortunately, tex live doesn't work by sticking parts of an existing
tree into some tex live tree, so:

really doesn't help much.
(note that i'm not involved in building tex live, but i know that other
existing language support gets to tex live as i've outlined.)
(note, further, that there is small chance of getting latvian babel
support accepted by the latex project. unfortunately, you need to try;
ctan will accept babel support pending acceptance by the latex project,
but not otherwise.)
