Whilst I fully appreciate that I am not an expert in the field
of TeX Live, I /am/ the system administrator for six PCs, and
yet I failed to notice that /below/ the section headed
"Files for TeX Live 2008" there is a further section
headed "Requirements of the network installation" which clarifies
the need to unpack the ZIP file into the root of the
installation and not into /bin/win32 as one might
otherwise expect.  May I respectfully suggest that even
system administrators and experts are unlikely to read
this far in the document, stopping just as I did when
they encounter a section referring to a previous version
of the suite.
