[tex-live] TL 2009 : No menu entry in Start/Programs

This option takes effect only with install/remove/update of packages.
You can restore the shortcuts manually with:

tlmgr postaction install shortcut [list of packages]

And a brute force solution is:

tlmgr install -reinstall [list of packages]
