[tex-live] Behaviour of "kpsewhich -expand-var" changed

With TeX-Live 2007 and TeX-Live 2008 the result of

	kpsewhich -expand-var=$UNKNOWNVARIABLE

was the empty string. With TeX-Live 2009 it is $UNKNOWNVARIABLE. Example using 
bash:

$> /usr/local/share/texlive/2008/bin/i386-linux/kpsewhich -expand-
var=\$UNKNOWNVARIABLE

$>

$> /usr/local/share/texlive/2009/bin/i386-linux/kpsewhich -expand-
var=\$UNKNOWNVARIABLE
$UNKNOWNVARIABLE
$>
