BTW, which licenses are there according to the TeX Catalogue that the
Debian project does not accept in the current TeX Live?
I don't believe the Catalogue accepts any licenses as free that are
completely rejected by Debian (or the FSF). The only serious conflict
is Debian's rejection of the GFDL if any Invariant Sections or Cover
Texts are used. Those kinds of license options are not recorded in the
Catalogue; it's up to Debian to track them (and they do).
Now that the Texinfo manuals will no longer be in TL, I'm not even sure
if there are any such cases left.
I'm also not aware of anything in the tree which is specifically
licensed under an older LPPL without the "or any later version" option,
although that doesn't mean there aren't any. (I'm surely glad Markus is
changing splitindex.)
