[tex-live] installation with network troubles

Hi,
I'm babysitting a network installation of TL09. This has now stopped
twice at different packages with network problems. The following
restart starts the download again for all packages (even though 9xx or
1xx packages have been downloaded). :-(
- The download process SHOULD be more resistent to intermittend
  network problems - I don't want the installation to stop because
  package 1367 of 1572 can't be downloaded now.
- Restarting the installation MUST NOT download all packages again.

Sorry, but now the installation process is much to fragile.
