I don't think this is anything new. With TL2008 the way to deal with
less than perfect network access to CTAN mirrors was to use other
tools to create a local mirror and point the installer to the local
mirror. This also has the advantage that you can configure the
mirroring to run at convenient off-hours and do TL installs/updates
at convenient on-hours.
