[tex-live] Set PDF file version

In miktex pdftexconfig.tex is generated automatically from
pdftex.cfg before the format generation. So changing it wouldn't
work, miktex people have to change pdftex.cfg. _If_ you can change
it in TeXLive it will have an effect only if you regenerate the
format files.
