[tex-live] Set PDF file version

Then after more searchings, I tried put \pdfminorversion=4 into the
pdftexconfig.tex.  But nothing changes on my generated PDF files.  Do
I use the correct method? And, will the pdftexconfig.tex immediately
take effect after modified?
