That has been noticed, emailed, warned about already several times since
about 2005? At least that is the first time I remember it.

In the next days a new upload of dpkg to Debian/sid will happen that
stops shipping the old dpkg install-info and calls GNU install-info
instead. THere is some magic to keep transition fine, but at the end of
the chain there will be always GNU install-info, so that has been
finally fixed.
