[tex-live] install-info from TeXLive 2008

Thanks for the report.

TeX Live 2009 will not contain install-info.
(The absurdity of two incompatible programs both being named
"install-info" is being addressed in other ways, too, but that has
nothing to do with TL.)

    I wonder who else had tripped over this error without noticing that
    TeXLive is reponsible.

I don't know about the "without noticing", but we have received many
reports about it.
