No, the file pictures.tex produces the pictures files. The whole thing  
should be run first with latex -> dvips, not with pdflatex. The files  
needed are in

/usr/local/texlive/2008/texmf-dist/doc/latex/floatrow

Not all typeset fine for me, but some do.
