[tex-live] should lh depend on ecrm?

No idea. But I have some doubts that such a system could be managed as
almost every package loads (and so depends on) other packages. miktex
use some sort of trigger system: If during a compilation a file is
missing it looks up in its list of packages if there is one which
contains the file and then installs it.
