Victor,

I will work again on the tlmgr documentation.  It is an incremental
process.

I can't remember the last time we added or removed a collection.
It is very rare.  I don't think that's an issue in practice.

    tlmgr list | egrep -v "^i|binary|00|win32|wintools|darwin|scheme-"
    would be considered as insanely complicated

Yes, this is clearly the wrong thing to be forced to run.
