In TL 2008, mfmp.ini for mfplain is prepared, but it is not used.
Please add
mfmp  mpost - --translate-file=cp227.tcx mfmp.ini
to your fmtutil.cnf
and
ln -s mpost mfmp.
Please use the name "mfmp" (if possible), because
TL-2008-W32 has the command mfmp.exe.
The mfmp.mem is created by
fmtutil(-sys) --byfmt mfmp.
