as me:

kpsewhich -var-value TEXMF
!!TEXMFMAIN


as root:

kpsewhich -var-value TEXMP

root at tilly:/home/rocky# ie a blank line.

using sudo:

sudo kpsewhich -var-value TEXMF
{/home/rocky/.texmf-config,/home/rocky/.texmf-var,/home/rocky/texmf,/etc/texmf,!!/var/lib/texmf,!!/usr/local/share/texmf,!!/usr/share/texmf,!!/usr/share/texmf-texlive}

I get the same result as rocky, as root, and using sudo.
e.g.:

 sudo echo $TEXMF
!!TEXMFMAIN
