Where the hell is that coming from???

In your texmf.cnf there is
	TEXFORMATS = .;$TEXMF/web2c/{$engine,}//
and then we get
	.:!!TEXMFMAIN/web2c/pdftex//:!!TEXMFMAIN/web2c///

there is something strange here.

What is the output of
	kpsewhich -var-value TEXMF

It should be
{/home/norbert/.texmf-config,/home/norbert/.texmf-var,/home/norbert/texmf,/etc/texmf,!!/var/lib/texmf,!!/usr/local/share/texmf,!!/usr/share/texmf,!!/usr/share/texmf-texlive}

(besides the user dir changed)

Do you have an environment varialbe
	TEXMF
set?
	echo $TEXMF
please?
