Oh.  To expand on Norbert's answer in another thread about this same
issue ...  we simply copy the descriptions from the Catalogue.  The
Catalogue uses UTF-8.  The result is garbage unless you happen to be
using UTF-8 (or maybe even if you are, I don't know).  

If someone wants to figure out a patch so that things work better,
somewhere along the line, great.  My inclination would be to de-UTF-8
the data when we import it into TLPDB, but it's low priority in my life.
