[tex-live] tlmgr strange behavior

Well yes or now. THe --dry-run just runs
print "Install $p";
for all packages, nothing very informative ;-)

That is strange, but I guess you found the correct solution:

That can actually by quite possible.

A typical sign that you have already updated, but another mirror is
giving you older files.

Could be, but we will fix that at least tlmgr does not try a new mirror
all the time. In fact the code is already in the repository.
